information and communications technology (ICT) is a fast developing sector in
Saudi Arabia . Its primary drivers are: An improving regulatory environment, US$
2.3 billion spending in 2005 (the largest in Middle East IT market) and expected
to reach US$ 3.8 billion in 2010, allocation of 1 billion Saudi Riyals (~US$ 267
million) for e-education projects, the development of Smart Cities and market
liberalization and regulation.

attainment of the WTO membership, opening the opportunities to international
